The 1961 Hague Apostille Convention

The 1961 Hague Convention abolishing the Requirement of Legalization for Foreign Public Documents established Apostille guidelines. Under the Hague Convention, signatory countries have agreed to recognize Apostilled public documents issued by other signatory countries. 

Before the 1961 Hague Apostille Convention, the authentication of public documents used to be a seemingly complicated process, requiring the collection of forms with the notarized document. The Hague Convention of 1961 or the Apostille Treaty provides for the much-simplified certification of public (including notarized) documents to be used in countries that have joined the convention.

Documents destined for use in participating countries and territories should be certified by one of the officials in the jurisdiction where the document was executed. The official must have been designated competent to issue certifications by ‘Apostille (usually in the State Secretary of State or state notary administrator) provided by the 1961 Hague Convention.

How To Get an NYC Apostille for School Transcript?

On October 15, 1981, the United States joined the 1961 Hague Convention abolishing the Requirement of Legalization for Foreign Public Documents. The US attempted to streamline the authentication process of public documents. The used to be a complicated process for the US in authenticating your documents has become simpler.

The New York Department of State issues Apostilles for various public documents, including educational documents such as school transcripts. To obtain educational documents such as transcripts, you must first contact the school, college, or university you attended. Educational documents submitted to the New York Department of State for an Apostille or Certificate of Authentication must go through certain steps.

Below are Steps to Getting Your NYC Apostille for School Transcript:

Step 1. Get your school transcripts certified.

Have your University or College Registrar’s Office certify your transcript as a true copy of the original. The Registrar certifies your documents (s) by stating that they are authentic and correct.

Step 2. The school official’s signature has to be notarized.

A notary public must notarize the school official’s signatures on your transcripts. Your school can do this through their in-house public notary; otherwise, you can arrange for a mobile notary to come to the school and do it.

Make your due diligence, and check if your document is properly notarized. Make sure that the notary public’s signature is original and must match the sample signature filed with the office of the County Clerk in the county where the notary public is qualified.

The notary’s stamp must also clearly reflect the notary’s license number, the name of the county where the notary is qualified, and the notary’s license expiration date. Otherwise, the above information must be printed or typed in black ink. These small details can delay the process of securing your NYC Apostille for school transcript if not done correctly.

Step 3. Submit the notarized documents to the County Clerk for authentication.

The County Clerk in the county where the notary public is qualified to certify must authenticate the notary public’s signature. A State Official or a County Clerk must have their signatures on the notarized documents to authenticate them.
